Research On Analysis Model Of City Government Dicision-Making Process Reengineering Based On PETRI Net

In recent years, the government process reengineering as a kind of government management innovation ideas, play the more and more remarkable role in government performance and public satisfaction improvement. But much failure of the government process reengineering project implementation let us realize the importance of process modeling analysis. Based on Petri nets, it has certain theoretical significance and application value that apply the extended Petri nets theory to the modeling analysis of government process.The paper adopts the theoretical analysis and the case analysis method to study the government process modeling based on the extended Petri nets. First, according to the current research status and the background, it puts forward the necessity of process modeling analysis and the purpose of choosing the city government decision-making process as a special process to study. Next, it defines the city government decision-making process and its characteristics. From new public management theory, the new public service theory and model theory three aspects: the city government decision-making process reengineering is analyzed, and the result is the power factor, direction and analysis model selection of city government decision-making process. Then the city government decision-making process of component dimensions are analyzed in detail and it puts forward the basic structure unit of the city government decision-making process Petri nets model. It expands the Petri nets based on the characteristics of city government decision-making process, and builds the extended model of a city government decision-making process, and gives a Petri analysis method and algorithm. Finally, taking the governmental executive meeting decision-making process of Harbin for an example, the case study proved that the expanded city government decision-making process Petri nets model is valid in the city government decision-making process modeling analysis during the city government decision-making process reengineering.
