Owing to the economic globalization and the rapid development of information &communication technologies, there is an increasing complex and more competitive business environment, which made a more severe challenge for survival and development of enterprises. In order to maintain their core competitiveness, businesses began to seek collaborative innovation with other enterprises, and even competitors. Collaborative innovation, which originated in the late 70s, had a rapid development in developed countries. Currently, in the United States there are as many as more than 4,500 organizations of collaborative innovation in the high-tech field, including information technology, biotechnology, new materials etc. Obviously collaborative innovation has become a technological innovation developed new form of organizations. Meanwhile, more and more scholars have paid attention on collaborative innovation. At home and abroad study, there are many academic thesis with respect to various aspects of business performance evaluation, including technology innovation, business performance, employees performance, leadership performance, production performance, environmental performance and so on. In recent years the trend of technological innovation performance has become a hotspot, but the research on performance of collaborative innovation is very poor. Especially in China, the relevant indicator systems of enterprise collaborative innovation are established based on their own research content or characteristics of application fields, so the selection of indicators lacks of uniform standards, which made the indicator systems have both similar parts and wide differences. In this context, an objective, comprehensive performance evaluation system of collaborative innovation was proposed to establish by this paper. Firstly, the indicators, discarded the dross and selected the essential from the previous studies according with the eight principles and the characteristics and aims of business collaborative innovation, were divided into three aspects which were technological innovation performance, the skills of collaborative communication, as well as the performance of social impact. Secondly, the gray model as a data analysis and evaluation tool of enterprise collaborative innovation was applied to this field. According to the indicators which reflect collaborative innovation performance and the requirements of gray model in data processing, the scale and questionnaire were designed and the related data about indicators-weights, gray classifications, and the two target enterprises data were collected through expert scoring method and small-scale interviews. Thirdly, based on grey clustering assessment of triangle whitening weight function, the data were processed and analyzed to find out bottlenecks of enterprise collaborative innovation and tactics. Finally, the application capabilities of the newly created system and grey model were summarized and the advantages, limitations, and future development trends were summed up in practice.
