Research On Urumqi's Urban Management Performance Evaluation Under Scientific Outlook On Development

Urban management originated in the market economy, following China's reform and opening, the rapid economic development, the rapid advance of urbanization and the increasingly intense inter-city competition. Urban management draws on business management concept, but is different with firms'pursuit of profit-maximizing, in the pursuit of economic benefits at the same time, taking into account social, cultural and ecological benefits. The proposing of scientific outlook on development gives new meaning to urban management, the people's livelihood, resource use efficiency and environment quality has become a new focus of attention. In the rapid economic development, on the one hand, there is an increasing competition between city and city in the capital, technology and human resources, each city wants to attract interest in the effective and full use of various resources to promote its own development; on the other hand, the city itself has a series of contradictions and problems due to the constant expansion of the scale, such as rapid growth in population, water supply, traffic congestion and environmental degradation, which to a certain extent, restrict the development of the city.Urban management gives an effective way to resolve the conflicts and issues, it helps to promote economic reform, improve the investment environment, liberate people's ideas, change the mode of economic growth and maximize the city's infrastructure and public facilities to promote the development of the city. The urban management performance evaluation through the operational construction of quantitative indicators, rapidly, comprehensively and accurately understand the operation progress of urban management, to identify the advantage of urban development and find the disadvantage of restricting urban development for the city government to formulate a scientific and rational development planning and policy, thereby further enhancing the government's regulatory capacity and the level of urban development.As the capital of Xinjiang, Urumqi is also the only mega-city in Xinjiang, which plays a decisive role in Xinjiang's regional economic development. The study on Urumqi's urban management is not only promoting its own economic, social, cultural, resource utilization and environmental protection comprehensive and coordinated development, but also has a positive significance to other cities. However, because Xinjiang has only one mega-city without large cities, this paper selects other capital cities to compare with Urumqi, be innovative is to contrast the western provincial capital city again. This can both comprehensively and objectively display its urban management level, and provide an objective basis for it to maximize its advantage and make up for its own shortcomings.Firstly, this paper describes research on urban management at home and abroad and the theoretical basis of urban management performance evaluation, to provide a theoretical background and research basis for subsequent research. Then according to the requirement of scientific outlook on development, combined with urban management's own characteristics, following the scientific, people-oriented, operability and comparability principle, to develop an indicator system for effective evaluation of the level of Urumqi's urban management, and using principal component analysis, analytic hierarchy process with a combination of subjective and objective evaluation method to complete the performance evaluation of Urumqi's urban management. On this basis, for the existence of strengths and weaknesses of Urumqi's urban management, recommend some suggestions to enhance the level of its urban management.
