Research On Establishing An Unified Urban-rural Public Services

China has make remarkable economic achievements in 30 years of reformingand opening up, and the earth-shaking changes have also taken place the rural area,however it is undeniable there is a great gap still existing in the supply of basic publicservices between the urban and rural areas, and there is no exception for GansuProvince. In Gansu Province, the government has adopted Non-equilibrium model ofdevelopment for long time. They pay more attention to the urban economy, urbandevelopment, and urban construction, although after years of efforts, the quality andlevel of public services in culture, education, science and technology, health and otheraspects has been improved significantly, but there is still a long way to go in the ruralarea, comparing with the strong demands for public services or with the urban supplyof public services.Imbalance in the supply of urban-rural public services has become anoutstanding issue in urban-rural Co-ordinate development of Gansu province in thenew phase. We must crack urban-rural dual structure in order to curb and reverse thewidening gap between urban and rural areas in Gansu Province, and the establishmentof a unified public service system is the cornerstone, even more the key, for solvingthe problem. What is "an urban-rural unified system of public service?"which is toachieve urban-rural unified public services through the establishment of efficientinstitutions and mechanisms."Establishing a unified system of public servicegradually"is a goal and requirement putting forward in Third Plenary Session of 17,which is also the political guarantee for practicing the scientific concept ofdevelopment, adhering to the people-oriented, making the farmer participating in themodernization process and sharing the results of reform and development.Through analyzing data in urban- rural education, urban-rural public health,urban-rural social security, urban-rural infrastructure construction, urban-ruralemployment services in Gansu Province, this paper pointes out the current status andextent of imbalance between urban and rural public services, discusses theinstitutional factors of constraining imbalance between urban and rural public services,and propose the specific systematic proposals in order to do great help for establishingurban-rural unified public services in Gansu Province.
