Study On Independent Innovation Policy And Incentive Mechanism Of Chongqing

Today, economy development is increasingly reflected by the science and technology competition. Independent innovation has become a feature of knowledge-based economy. Independent innovation is the main factor of economic development, and plays an important role in the country's economy. so how to effectively promote independent innovation, enhance the capability of independent innovation has become important demand of national strategic development.In recent years, Chongqing has made great results in independent innovation, but the technological advantages of Chongqing have not been fully exploited. There are still some deficiencies, such as weak creating knowledge ability, lack of technological innovation, weak regional innovation performance, and technical innovation environment improved demand and so on.Through the establishment of evaluation index system, the paper used data envelopment analysis to study on the input and output capabilities among Chongqing, Beijing and other seven cities, and compared Chongqing with its surrounding areas to measure the efficiency of technological innovation. Through industry classified of Chongqing province, the paper compared the efficiency of technological innovation of the main industry, to further elaborate the independent innovation status of Chongqing with the empirical results. This model also used the variable multiplier model to calculate technology multiplier and the industrialization multiplier. Results showed that the technology formation multiplier and the transformation multiplier of Chongqing are not very ideal. The paper further studied on government subsidies incentive mechanism based on enterprise technological achievements transformation of Chongqing, and it is helpful to provide decision for the government. And finally the policy recommendations of enhancing the independent innovation ability of Chongqing province are given, according to the study above.
