With the rapid development of the fourth-party logistics (4PL) industry, emergency plan has been paid more and more attentions by emergency service providers and the communities. Most of the existing 4PLs in the form of text are difficult to play their role because of low degree of formalization, poor relevance and backward management. How to manage contingency plans within mathematical theory is the issue to be resolved.Based on the analyst of 4PL, the ontology model of emergency plan is built. The model plan is divided into three layers:the background layer, task layer and resource layer, which formally describes relationship among concepts of emergency plan. Background layer describes the objective state of the situation; task layer describes the work in detail; while resource layer describes the conditions of personnel and equipment gained4PL emergency management platform is designed to build modules of emergency plans such as viewing, query, addition, deletion, modification and storage on the basis of level analysis and modeling. Mathematical model and theoretical algorithm for similarity calculation of emergency plans is described with relevant dictionary and formal coding. The degree of coupling and tightness of emergency plans can be determined through similarity calculation of the core contents. Meanwhile, it improves semi-automatic addition and follow-up treatment, and achieves efficient digital management.In summary, the ontology model of emergency plan for 4PL standardizes the organizational structure and achieves the formal description. On the basis of management platform for 4PL, it is benefit to improve the query accuracy of the plan with the help of orderly and digital management.
