Study On The Systematic Strategies Of Urban Public Housing For Urban Poor

With the increasing disparity between the incomes of urban residents, the consumption of urban housing becomes more uneven in all income groups. The urban poor are in need of public housing, for they cannot obtain houses from the commercial housing market. There are multi-faceted disadvantage of urban poor. And urban housing is the space-basis for urban activities, which has the multi-relationship with the structure of urban society, economy, and space. To improve the effectiveness of the urban public housing, this article discusses the systematic strategies of urban public housing with researches of the public housing history, urban poverty and characteristics of urban housing market.The research of public housing history reveals that the public housing policies must have a clear target group, the system of public housing is the important part of housing market, and the spatial attributes of house is more important for living of urban poor. To develop public housing strategies, the study must contain the researches of characteristics of urban poor and housing market.The research of urban poverty reveals that, in China, urban poverty has a close relationship with urbanization, the structure of industry, and human capital. Currently, the task of urban poverty reduction contains promotion of the city size and economical development of small cities, removing barriers to the flow of rural surplus labor to cities, reconstructing the industrial structure, and investment of human capital.The research of housing market reveals that the spatial attribute is the basis commodity value of house, marketing segmentation is intrinsic characteristics of urban housing market, and great instability is the dynamic characteristics of the housing market. Currently, the task of improving housing market of China contains paying more attention to the spatial attributes of urban housing; a well-hierarchical structure of housing market and expanding the coverage of the public housing system.The conclusion of the three researches is that the public housing system could play an active role in coordinating the implementation of promoting economic development, improving construction of urban housing market, and eliminating urban poverty. Based on promoting the ability of urban poor and improving the effectiveness of urban housing, the systematic strategies of urban public housing should contain three aspects: pattern of the urbanization, pattern of urban spatial structure, and the methods of public housing distribution.
