The world's population is aging at an accelerated rate. Aging has been taken its own course and loomed as a global concern. The world population, developed countries and developing countries alike, is now aging rapidly as a result of declining fertility and increasing longevity. However, cultural challenges which should be taken into serious consideration when it comes to policy planning.China is now the top one country with the highest population and the largest number of senior citizens as well. Therefore each family, government, even the whole society is expected to get involved to jointly shoulder the responsibility. Government, in particular, should play a leading role in promoting sound-running aging service. Tian Jin, with its second largest senior citizenship nationwide, displays a pressing demand towards aging service.Through comparative study, analysis on literature and research, and also based on the knowledge of public management, this paper explores flaws in aging services, sheds light on the importance of establishing a sound-running aging service program and eventually come up with insightful solutions and proposals. Generally speaking, the government should increase investment, strengthen macro management capability, issue policy support, highlight public concern over aging and supervise its operation impartially. In a greater detail, government could, by means of proper guidance, sufficient investment and direct purchasing, invite support from social capital and public charity. Furthermore, government should maximize the advantage of applying market economy, optimize resources and promote the aging service development in order to meet the ultimate goal: elderly will be taken proper and intensive care, which is put forward at the 17th national congress.
