Research On The Integrated Service Platform Of Scientific And Technological Achievements Transformation In Tianjin

The science and technology is the first production factor. It has already been thekey and sign of an area's high-speed economic development based on science andtechnology as to whether the scientific and technological achievements can betransformed into practical productivity rapidly and effectively. Tianjin, located in theBohai-Sea Economic Circle, having a great amount of research institutes andscientific and technological talents, has retained rich resources of scientific andtechnological achievements with industrial and market prospect after years ofaccumulation. However, the transformation rate of these achievements is alwaysconsiderably low, which has a great gap comparing with that of developed countriesand areas. One of the main reasons for this situation is that a perfect service systemfor the transformation has not been established in Tianjin. The current service systemhas limitation in service content and service approach, which has seriously hinderedtheprocessoftransformation.This paper makes research on the related subjects of scientific and technologicalachievements transformation in Tianjin through actual surveys, telephone interviewsandonlinesearchesandsoon,andmakesanalysisofthepracticaltransformation,andthen summarizes reasons in services for hindering the transformation. Afterwards,based on relevant theories of transformation, learning from successful experience inservice construction of transformation home and abroad, this paper proposes toconstruct an integrated service platform of scientific and technological achievementstransformation in Tianjin that aims to enrich service content, reform service approachand integrate various service modules to form a service model named"one stopservice"to improve service efficiency. Finally, the paper suggests strengthening theintegrated service platform by means of improving relevant policies and regulations,increasing investment, building scientific and technological service organizations,trainingprofessionalsandconstructingservicenetworkandsoon.This paper intends to make suggestions for improving the services for scientificandtechnologicalachievementstransformationinTianjin,whichisworthreferring.
