As the world has been developed into deeper globalized, enterprises in every area confront with fiercer competitions. Some of the methods and thoughts proved to be effective in the past have become inadaptable to the new conditions. Scale effect weakens competitive advantage in manufacture process; and strategic alliance has been becoming overwhelming gradually, both of the above have confirmed the maladjustment. Substantial research and their results reflect that under the new conditions, enterprises have to adjust to the new trend, and to commit themselves into innovations to win in the modern business competition battles.For import and export enterprises, the only way to acquire and to maintain competitive advantages, under the overwhelming popularity of the international strategy and according to the market competitiveness theories, is to launch for innovations in resource integration and restructure.As an institution conducting supervision on national imports and exports, the customs not only embodies its traditional functions of supervision and management, but also possesses resourceful information of the international trade. In this way, for the import and export enterprises, by establishing a partnership with the customs and by harmonizing their operations with the resource possessed by the customs, the companies would acquire diversified competitive advantages, through which they could obtain excess profits by their monopoly advantages. This subject has become a main concern for enterprise strategic decision-makings.This paper adopted Tianjin Port Logistics Ltd. Co and Tianjin Tiangang Customs as its study case, made a discussion about the customs and enterprise partnership in creating enterprise core competitiveness. Organizational resource dependence theory, organizational transaction cost theory, and partnership life cycle theories were adopted in this study. A series of suggestions to the customs and enterprise partnership construction have been proposed in this paper.
