Harbin City, as a typical one in all of the second level of capital cities in the northeast old industrial base, in the support of the country promotion policies, have conducted the four projects——"Strategic Cities in 2006", " Harbin the Western New Transform Construction ", "2008 Rail Transit Project" and "West Railway Station Renovation Project". It enhanced the overall economic development of this city, and brought a new factor to the wave motion of the Harbin City real estate market at the same time. It reflected the about structural supply, exploitation, infrastructure and other related issues, and these brought new challenges to the Harbin City real estate market.For comprehensively analyzing commercial housing prices and effectively explaining the price movements of commodity housing in Harbin, the paper studied in detail three aspects——the market situation, price factors, management policies and proposals about the commercial housing in Harbin. Through the analysis about the background of commercial housing market in Harbin, the macro and micro comparative analysis about commercial housing prices in Harbin and national prices, housing prices of the three northeast capital cities, housing prices in five regions in Harbin, and the analysis of the typical indicators about price, the paper comprehensively presented the situation and problems of the commercial housing market and price in Harbin. Furthermore, using the advanced statistical theories, it quantitatively analyzed the main factors of the commercial housing prices in Harbin from"Demand","Supply","Complex"three levels, and generally got the relative influence weight of various factors; and using 5 polynomial model, it predicted the general trend of commercial housing prices in the next three years in Harbin——increase slightly and even fall. These provide some reference basis for the government effective regulation, the right business decision of development enterprises, the full cooperation from relevant departments and the rational consumer spending.
