With the deepen reform of the nation defense science and technology industrial management, military industry faced with growing competition at home and abroad. The unique advantages of the original military industries have been weakened gradually and cost management takes an increasingly important position in military enterprise management."Unsystematic"cost management has become the main bottleneck for the development of most military enterprises. In order to make cost management effective in the enterprise competition, it is necessary to design a management model that can adapt to the new economic environment.According to the requirements of the China Aerospace Science and Technology Corporation, Space Age Photonics Corporation launched a cost management and control engineering of aerospace with full crew, whole process and all elements. This is a major infrastructure project witch make the enhanced cost management and control a breakthrough and aims to build the cost management system and mechanism sound, clear rights and responsibilities, effective rewards and punishments. This will also make an effective management, accelerate the company's intensive development, enhance the company's quality of economic operation, enhance their competitive advantage, and enhance core competitiveness.Based on the study of the engineering cost at home and abroad, this paper analyses the meaning and relation of engineering cost and architecture and the basic theory of value engineering and cost management which lay a theoretical foundation for building engineering system of Space Age Photonics corporation. Space Age Photonics Technology Co. Ltd is mainly responsible for space missions, weapons and military-industrial tasks. As other military industrial enterprises, there are problems such as less consideration of cost, poor awareness of cost management, backward of cost management methods and immature technology of cost management etc. according to the problems, this paper proposes to construct cost engineering system. By analysis the internal and external environment of the cost engineering implementation, this paper points out the need to building cost project and designs cost estimates, cost accounting, cost control, cost evaluation program and implementation of value engineering. This paper also analyses the function models of the information system in the cost engineering and raises the implementation plan of cost project.
