| The opportunities and challenges are brought to the enterprises after China's entering WTO. If an enterprise wants to survive and develop in market competition of the globalization, personnel is the one of key element. Therefore, making the best use of the human resources has become the imminent demand of upgrading the enterprise's competition. After the reconstruction of the Daqing Oilfield, the Daqing Petroleum Administrative Bureau(DPAB) was no longer a resourceful enterprise.From the view of the natural resources, it lost the competitive advantages that came from the oil; from the view of the capital, the main problem was't the capital that restricted DPAB development. The keypoint is the main problem of personnel. The quality of the personnel has been the keypoint that keeps the enterprise to have a sustainable,stable and healthy development. The developing strategy of the human resources is one of the most important part of the second carving out in DPAB . The fundamental guarantee to realize the second carving out collectivity target in DPAB is to implement the human resources developing tragedy energetically; build the managed procession with the high quality,high level personnel procession,high tech operating procession.This paper reviewed the researches of the theory of human resources developme- -nt first. Based on abundant data at home and abroad, both foreign and domestic post doctoral systems were analyzed and compared. Then combining with the situation of Daqing Petroleum Administration Bureau, the direction of future development was defined and a new program which modifies the postdoctoral training system of Daqing Petroleum Administration Bureau against the problems of organizational structure, basic platform, funds inputting and innovation mechanism was proposed, mainly including two aspects: creating opportunities for innovation and providing co-culture for postdoctoral. At last, the performance evaluation system of postdoctoral training was established and an empirical research was carried out with the expectation to facilitate the healthy and rapid development of the postdoctoral training of Daqing Petroleum Administration Bureau. |
