In 2008, China's GDP is the third of the world, over 30 trillion Yuan; nonetheless, regional disparity is expanding continually, with a distinct contrast between developed coastal areas in the East and developing western areas. Three remarkably different economic stages are approximately displayed in China, with the East the most developed, the Middle the second and the West the least. Obviously, stability and sustainability are not embodied in this type of regional structure.In 2008, Xinjiang' GDP is 420.3 billion Yuan, more than that of 2007 by 11%(adjusted for inflation), among which primary industry creates 69.1 billion Yuan, secondary industry 208.7 billion Yuan, and tertiary industry 142.6 billion Yuan, with a percentage share of Xinjiang's GDP 16.4%, 49.7% and 33.9% respectively; its labor force is 8.48 million, among which employment in each industry is 4.21, 1.20 and 3.06 million respectively, with a percentage share of total labor force 49.71%, 14.16% and 36.13%, and the employment rate in producer service industry and non producer service industry is 3.14% and 32.99%. Clearly, there is great deficiency in this industrial structure, producer service industry being particularly underdeveloped, however, it is this very industry that has the greatest potential to impact economic growth, hence, a colossal significance should be attached to it.It is revealed in the report of the 17th NPC of the Communist Party that to realize the development goal in the future, strategic adjustment of economic structure should be impelled greatly, improvement in the ability of self innovation paid attention to, level of resource reduction and environment protection enhanced, overall economic quality and international competitiveness promoted. Transformation of economic development mode should be accelerated, optimization and upgrading of industrial structure stimulated, secondary industry orientation converted to the coherent integration of primary, secondary and tertiary industry, reliance on increasing consumption of resource directed towards dependence on technological progress, improvement of labor force quality and management innovation, modern service industry advanced greatly and share and level of tertiary industry boosted.In March, 2007, State Council, based on overall blueprint and fundamental mode defined in "11th " plan, from ten perspectives, rolled out "Some Suggestions on Accelerating Producer Service Industry Development by State Council". Accelerating producer service industry development is the prerequisite of practicing Scientific Concept of Development, altering concept of development, being innovative in development mode, improving development quality, and plays a significantly strategic role in better seizing strategic opportunities and fulfilling the magnificent goal of establishing a moderately prospered society.Therefore, to make economic development of Xinjiang more compatible with laws of economic development, it is necessary to study more comprehensively and thoroughly its economic structure, industrial structure, employment structure and income structure, especially those of producer service industry, so that industrial restructuring can be executed better, technology applied and value added increased in product structure of Xinjiang, economic imbalance between regions bridged, rural-urban inequality narrowed, and its economy advanced more efficiently and fast. This paper consists of five sections: the first one is introduction, depicting the background, significance, relevant literature domestically and internationally, framework and innovation of this paper and rolling out its theme; the second section analyses the status quo of Xinjiang's producer service industry, using multi-regression analysis, analyses respectively the contribution of output, employment and income to the economy of Xinjiang and based on this, explores the deficiencies in its industrial structure; the third one compares Xinjiang, Zhejiang and the whole nation from three aspects: output, employment and income structure, and garner the deficiencies in Xinjiang's industrial structure and its gap from Zhejiang and the country; the fourth one discusses the current situation of specific region's producer service industry, using multi-regression analysis, analyses respectively the contribution of output, employment and income to the economy of specific regions and based on this, explores the deficiencies in their industrial structure; the last section proposes relevant countermeasures and suggestions on the basis of above analysis.
