The Theory And Empirical Study On Breaking The Barrier Of Urban-rural Dualistic Structure To Promote Urban And Rural Integrated Development

China's urban-rural dual structure referred to the gradual formation of modern times, the urban and rural isolation and their economic and social structure of an evolution. After P.R.C. was founded, the state gave priority to industrial development, and adopted a series measures to strengthen urban-rural isolation and institutional arrangements so that urban-rural dual structure was attached to the human factors and the planned economy. We should recognize that this system in the early days of our country heal the wounds of war, restore the national economy and achieve national industrialization playing a positive role. However, with the rapid development of the national economy, especially since the reform and opening up the establishment of market economy, the institutional arrangement has not shown clear signs of adaptation, has evolved into the fetters restricting deepen the reform.Eliminating the urban-rural dual structure and promoting urban and rural development are the inherent requirements to implement the scientific concept of development thoroughly, build a moderately prosperous society and construct a socialist harmonious society.Urban-rural dual structure of the main division of the household registration system, including urban and rural labor employment system, education and social security system and financial system, which caused urban and rural residents inequality, income inequality and uneven resource allocation and flow. Therefore, this thesis proposes four countermeasures: strengthen the household registration system reform to facilitate the integrated management of urban and rural residents; strengthen the rural and urban employment system reform to promote fair employment of urban and rural residents; strengthen education and social security reform to promote urban and rural areas residents sharing the development results; establish and improve the rural modern financial system for urban and rural economic development. Meanwhile, the thesis takes atypical and representative city as empirical analysis. From the macro level, the paper compares the main indicators of Shangqiu City in the break before and after, and does a more comprehensive and systematic summary of the city's success in getting rid of the practice experience, verified the feasibility of the proposed measures. Of course, as an exploration question, the breaking work is still in and research and China has not a single operational mode. Therefore, the individual regions take tests to break the major barriers, which is a practical method. In practice and exploration, we must adhere to local practice and local conditions. In the local area we must accumulate successful experiences, and achieve decisive breakthrough in key areas and important parts. Especially in education, social security, health care and other issues involving the vital interests of the people's fundamental system reform, we should grasp this opportunity to take advantages, constantly promote the integration of urban and rural areas linking, bring the whole construction.
