Tendering and bidding activity is a complicated systematic project, and they have their own characteristics and emphasis in various industries, so that it would be inappropriate for supervision enterprises to apply mechanically procedures, ways and means of construction tendering and bidding simply. Project tendering and bidding process is full of uncertainty, which will be not only affected by the project scale, complexity, technology and other factors, but also time, resources and environment. Therefore, basing on the analysis of the risk factors of contractors bidding, this dissertation researched the decision of the contractor's tender offer. The main contents and achievements of this dissertation are summarized as follows:(1) Starting from the sources of risk, identify the risk factors of the contractor bidding. Based on the general terms of the contract of"Water Resources and Hydropower Engineering Construction Standard Bidding Documents", which is issued in 2009 by Ministry Water Resources, analyzed the risk factors of contractor's bidding.(2) In recognition the risk factors of contractors bidding, summarized and identified the evaluation index system of contractor's bidding and decision-making, which is used by Delphi experts method in the process of hydropower project construction.(3) Contractors bidding for different projects faced many decisions on how best to select successful high profit margins, suitable for business development projects. This dissertation proposed a multi-criterion decision-making methodology, which is supplied for decision makers in making bidding decision. On the basis of fuzzy-logic theory, the approach tries to reduce uncertainty, thus rational and reasonable decision results can be achieved. A case study of the decision-making system is provided.(4) Review the existing three commonly used game models(Score matrix model , Successive approximation model and Conditional probability model )in tender offer-making decision that under composite mark-bottom evaluation method, analyze three model's applicability and limitations in engineering bidding application, give improvement advices respectively, and then put forward skewness game model. Practice has proved that this model has certain application value in tender offer-making decision that under composite mark-bottom evaluation method.
