? ? ? ? Water is necessary for human to survive land develop, it can be said that water is a very special public goods. Water as public goods has a very important influence on welfare and economic development of the whole community on the basic of the level of production efficiency and the merits of the product quality. At present, the Government and relevant departments are aware of these problems that the supply of public goods is not very optimistic. Therefore, the Government and relevant departments should learn the successful experience of privatization reform from foreign cases, and create a more suitable way of privatization to adapt to our country national conditions.The goal of Non-State-Owned urban water enterprise is to provide the community with important public products and services. The development not only affects their own development and planning, but also closely linked with people's livelihood, It is an indispensable part of socio-economic and living. Urban water industry can be said to be a special kind of industry, which is based on water quality as the core and urban industry as the main target , in order to meet the sustainable economic development targets, it is specialized in developing and utiling water resources. With the gradual commodification and industrialization of water resources, urban water industry can be said to be a water resources industry in which combine mining, processing, transportation and recycling, and it is seen as emerging industry in gradual improvement. Industry body contains water companies, sewage treatment plant, water manufacturing industrial units and so on. The areas involved are also very extensive, including: technology, design, engineering, management and so on.The water industry has taken the planned economic system for long period of time,which was invested, operate and manage by the state, and protected the development of national economy. With the further reform and opening up is coming, the level of modernization and urbanization is increasing, because of the constraints due to various reasons, production and operation of water industry is encountered unprecedented difficulties and problems, the economic benefits continued to decline, it has been unable to meet the growing needs of producting and living. It needs accurate analysis of reasons of affecting the business benefits from various factors to put forword the corresponding measures, upgrade economic management, and improve competitiveness of water enterprises.This article is divided into six parts: in the preface, The author describes the research background, research methodology, the overall structure of the article, the innovation and weaknesses of the article and so on. Chapter I, The author analyzes the status of Non-State-Owned water companies, get features of water enterprise by carding the development pattern of water enterprise,.Chapter II choose DEA analysis software, find business efficiency through the input and output indicators, which is showed that most of the business efficiency is poor. Meanwhile, get indicator value about the effective operation of corporate by difference analysis. Chapter III, to analyze factors affecting the efficinecy of the Non-State-Owned water companies, and consisting mainly of macro and micro. Chapter IV, analyze experience of the major developed countries which is successful in the reform of the Non-State-Owned water companies, and our country should be reference from five aspects of the right way. Chapter V, the author Give several measures and suggestions ahout how to improve the efficiency of Non-State-Owned water companies based on the conclusions of empirical analysis in this paper.In this paper, the basic conclusion: analyze the efficiency of the Non-State-Owned urban water companies to explain why the efficiency of the Water industry is low from micro and macro factors. Reference to the reform experience of water companies of some developed countries and accord with our country basic national conditions, also in accordance with the water the basic principles of enterprise reform, the autor gives several suggesstion on the government functions, laws and regulations, market, investors, business and management models and so on ,in order to promote the water industry to improve operational efficiency, accelerate the healthy operation and keep healthy, sustainable and steady development.
