Industrial transformation is the challenges of development faced by the resource-based cities. When these cities go into recession, the transformation difficulty and cost of implementation can easily affect the smooth operation of the society and economy. With new energy, new materials and modern technology products continuing to emerge, as well as the increasingly fierce market competition, the development of resource-based cities cyclical process has been greatly reduced, and many cities already show signs of recession in advance. Therefore, the resource-based cities should renew their concepts, re-examine their development strategies at an earlier stage, and take measures to rationally adjust the industrial structure, nurture and develop the new leading industries to avoid solely relying on the resources. Only by doing industrial transformation timely can resource-based cities achieve sustainable development.At present, the research of the industrial transformation of resource-based cities at home and abroad mainly focus on the exploration of the exhausted cities’industrial transformation, however it belongs to the "remedy situation" type of research, in a sense. The objective of this paper is the Ordos industrial restructuring and the studies target on resource-based city industrial restructuring during the period of resource increase until stable production. Unlike most resource-based restructuring cities, Ordos is currently in the period of resource growing to resource stable production, the transformation is unique against other cities. For the ultimate target of industrial transformation, Ordos is the same as other resource-based cities, but for periodic target, up to now, the resources industry chain of Ordos still have great space to extend, with high growth and strong driving effect to related industries. Therefore, the article states on the general idea that the industrial transformation process is divided into several stages, pointing out that upgrading the resource-based industries is still the major task of industrial restructuring during the initial stage, once the emerging new growth industry becomes pillar industries, the exit of the resource-based industries is an important task in the middle and later stages. This transformation concept of adopting different strategy at different phases of industrial transformation also equally applies to other cities in the same situation. In the strategic choice of leading industries, the article states using seven indicators, location entropy, GA, SE the FKN/E, P/C, one hundred Yuan output value of the interest rate and the product composition factor, to build the leading industries selection evaluation system, and combing principal component analysis with qualitative analysis in decision-making. The article also points out that the industrial transformation of Ordos must adhere to the scientific development of the fundamental guiding ideology, with system innovation, financial support, technological innovation, and the laborers’ dominant as four supporting systems for industrial transformation, in particular, the laborers’ dominant is the fundamental guarantee of the industry transition. All concepts above are unique features of this article.Industrial transformation of the resource-based cities is a sophisticated economy and social systematic project with multi-level, multi-field subsystem. Based on industrial theory, eco-city theory, resource curse theory, sustainable development theory as well as the Economic Outlook on Scientific Development, this thesis studies the industry transformation of Ordos from three aspects. The first aspect refers to the fundamentals, including both the local environment as well as the macro-environment, including the multiple environments such as natural resources and all aspects of economic, social, cultural background to get a full-time and full-space analysis. Combining and comparing all factor above, this thesis point out the advantages and opportunities of industrial transformation, the unfavorable factors and challenges of the transformation to provide the basis for further research. The second aspect, which is the core of this thesis, studies the general idea and development policy of Ordos industrial transformation. This part is based on comparative advantage theory, and analyses the connotation, the core and basic principles of Ordos industrial transformation to put forward the strategic choice of the operating mechanism, and the general idea of the industrial transformation with an evaluation index system of the leading industry, to get the alternatives and countermeasures of Ordos leading industrial options and discuss the implementation of the transition strategy in detail. The last aspect researches supports of industrial transformation. Ordos’ industrial restructuring is a complex and arduous large projects which could be difficult to complete by their own strength, external support also needed. This part includes institutional innovation, financial support, scientific and technological innovation and the dominant position of the workers to study the support system of the Ordos industrial transformation.After the introductory part, this thesis is divided into four chapters:the first chapter discusses the theoretical basis of the industrial transformation of resource-based cities. The concept of resource-based cities, defining standards and classifications are firstly elaborated, the main features of the resource-based cities from economic structure, urban functions, economic development to ecological environment are then been analyzed. After the introduction of the mechanism of the industrial transformation of the resource-based cities, including Life Cycle Theory and the Inflection Point Theory, this paper clarifies the inevitability of industrial transformation of resource-based cities and combs the theoretical basis of the industrial transformation of the resource-based cities including industry theory, economic theory, eco-city theory, the resource curse theory, the sustainable development theory as well as the theory of Economic Outlook on Scientific Development. Chapter II overviews the geographic, social, human and economic stands of Ordos, summarizes the irrational industrial structure, and highlight the environmental issues, the real estate bubble burst and the development of the private lending crisis and analyses the practices of domestic and foreign cases of the transformation of the resource-based cities and summaries some useful enlightenment; Chapter III discusses the meaning, the core and basic principles of Ordos industrial transformation, followed by a comprehensive analysis of industrial transformation to get the advantages, opportunities and challenges of industrial transformation. Here a strategic choice is made based on the operational mechanism and transition mode to reach the general idea of the Ordos industrial transformation and build the leading industries selection evaluation index system, promotes alternatives of leading industries and countermeasures by using Principal Component Analysis and qualitative analysis, and finally focuses on the industrial transformation strategic countermeasures. The last chapter, discusses several major supporting systems of Ordos industrial transformation in detail, including the innovation system, financial support, technological innovation, and the dominant position of the workers, point out that the institutional innovation is the basic guarantee, for financial support and technological innovation is the main driving force, and the dominant position of the workers is the basic principle. This chapter also point out that industry transformation of Ordos must adhere to the Economic Outlook on Scientific development and focus on the integration of urban and rural and ecological environment construction.
