At present, with the world is experiencing a climate change whose main feature is warming, which has become the crisis and challenges of the world. China is also facing the pressure, which reduces greenhouse gas emission and global warming. Under the background of low-carbon, the low-carbon development as a tocsin, especially for the nature reserve, which is not only Plays a key role in the construction of ecological civilization and the development of nature reserve is one mark representing the level of modernization poverty alleviation. So how to develop the traditional Pro-poor tourism lead the scholars to think deeply.At the beginning of this thesis, the basic theories of the science of Pro-poor tourism and low carbon economy are introduced. Through analyzing the revelation between Pro-poor tourism and low carbon economy, Summarizes the meaning of the pro-poor tourism and low carbon economy, function and rules. This thesis takes Momoge nature reverse as the subject of empirical study to discuss the question of how to construct and develop the traditional Pro-poor tourism of Momoge nature reverse in the context of low carbon economy developing. Summarizes the contents, trend and relevant theoretical foundation of Pro-poor tourism,which is researched by domestic and foreign.after that this thesis give the conclusion that at present, the research of Pro-poor tourism are mainly concentrated in the beneficiaries of the crowd and the negative impact on environment about the research of Pro-poor tourism.And from macroscopical to microcosmic given the meanings of Pro-poor tourism the context of low carbon economy developing;Using bottom economic method, visited six towns for three times in Momoge nature reverse, from December 2008 to September 2009.Known the residents' per income, industrial land area, life source of income,family main expenditure and so on;Using the method of questionnaire and interview survey research, summarizes the caused of poverty, the main cause include:income less cultivated area, single source and soil fertility decline, traditional industrial technology serious environment pollution and poverty alleviation limited existing way, from the performance internal and external environment are analyzed Momoge national nature reserve management and internal community economic condition;with the methods of qualitative analysis with quantitative analysis based on statistics and system analysis, construct the travel decision model of Momoge nature reverse and puts forward some protection area develop tourist towns comprehensive evaluation index of value;using the method of SWOT analysis and the comprehensive assessment of fuzzy mathematics, analysis the Strength,Weakness,Opportunity and Threats of Pro-poor tourism Momoge nature reverse in the context of low carbon economy developing.Then the author Combining the advantage resources of Momoge nature reverse's community, constructs about three principle and significance, and according to the principle,constructs five modes and the security system of Pro-poor tourism Momoge nature reverse in the context of low carbon economy developing.This study will give the guidance to the traditional Pro-poor tourism of Momoge nature reverse in the context of low carbon economy developing,hope to provide a new development direction for the Pro-poor tourism of China's Nature Reserves from a new perspective.
