With the revenue contribution growing of value-added telecom service, it has become the main profit point for telecom operators and also more and more accepted by users. To achieve the maximum efficiency, building a reasonable supply chain performance measure model becomes quite important. Based on the product Life Cycle Theory, the study uses Balanced Score card to select indicators and simulates these system indicators with a software called Vensim, aimed to create a personalized, Comprehensive, dynamic supply chain performance measure model. At last, the study hopes to give some proposals for china's telecom service supply chain strategic developmentThe body of the study can be divided into three parts:indicators selecting, supply chain modeling and model analysis.Part of indicators selecting:Identify the stage characteristics of the supply chain based on Life Cycle Theory, combined with the Balanced Score card method to select its life cycle stages indicators.Part of supply chain modeling:Draw the system flow diagram through the causal relationship diagram between the indicators, creating dynamic effect relationship between indicators to prevent one-sidedness and independence of static indicators.Part of model analysis:Including supply chain measure and supply chain optimization.First, the study gives the result of the supply chain performance, and then finds some sensitive and short-board indicators:Input level, The level of market regulation, Information sharing, the degree of supply chain control by telecom operators. At last provide recommendations for supply chain optimization.
