Research On China's Rural Credit Cooperative System From The Perspective Of New Institutionalism

In recent years, China's political and academic groups gradually stress on the research of rural financial area, and they have made some achievements in the rural financial system establishment, credit cooperatives system reform and its supervision system. But from new institutionalism perspective, we observed that China's credit cooperation process always existed poor system restriction and low work efficiency, which caused problems for the effective resolution of three agricultural issues. So, how to realize the problems in rural cooperative finance field, what kind of value orientation should w have, how to regulate the sub-system of credit cooperation, and how to seek the development of Chinese rural financial according to the demands of the era are all the problems still need to be solved urgently. This paper mainly starts with new institutionalism as the theoretical logic starting point, through empirical research on the rural credit cooperative system of Qing Zhou in Shan Dong. It found dilemma in the process of rural credit cooperative, analyzed the substantive reasons, and then probed solution in rural financial problems. This paper tries to provide a new perspective and solution for the construction and perfection of modem Chinese rural credit cooperative system.At present, in the west, new institutionalism dominated political theory as a theoretical paradigm. And domestic scholars also gradually increase efforts in the reference and research. New institutionalism mainly concerns "system", system function and the generation and change, which includes the system's connotation, composition, origin, change, behavior and the system relations system and culture and the relationship of theme. Academic circles'research on new institutionalism are broad, opinions differ from each other, with Marge and Olsen most representative, who start with its "new institutionalism:factors in political life tissue" unveiling new institutionalism research prologue. Three main theoretic genres of New institutionalism of are granted different definitions. They all emphasize the importance of system, which means system's behavior normative role in the process of that system is irreplaceable. In the formation and change process, system's construction and behavior of people have a critical role. It emphasizes on people's subjective activity and the assessment and feedback on system performance. The paper mainly elaborates China's rural financial problems according to the above statement of authority and scientific rationality.The author in investigation mainly adopts simple random sampling (SPS sampling) way to issue questionnaires. It mainly investigated partial villagers in Qing Zhou of Shan Dong province and combined with deep interviews of partial villagers.
