Government Electronic Procurement is characterized by high transparency and high efficiency. It is the advanced stage of government procurement. And it also has become the direction of a national government procurement reform. The Government Electronic Procurement of UK,USA,Australia and Singapore has matured, whose Electronic Procurement system has entered a stable operation. Proved in these countries, e-government procurement reform will achieve the goal——"efficiency,economy,less corruption". In 1995, China began the experiment in government procurement.Compared with developed countries, Chinese government procurement started later. Over years, the number and scale of government procurement continues growing rapidly. Meanwhile, the Chinese government procurement system is exposed to many ills, such as non-standard behavior, unclear responsibilities of procurement department, and conflicted legal. In such a background, the Chinese government started the electronic procurement reform in 2003. Electronic government procurement will be based on government procurement system. China's government procurement system is imperfect, which determines its e-government procurement "deficiencies." In addition, some local government e-procurement don't grasp the nature of the reform accurately. Therefore, the further development of the Chinese Government Electronic Procurement reform will face lots of difficult. Some scholars consider that there are some reasons, such as the lack of technology, lack of e-procurement laws and lack of security. But these reasons all are not the fundamental reason. The essence is reengineering the process of E-government procurement. The first problem is clear the roles and relationships of participants, on which to find the Strategy of Government Procurement Electronic reform.
