As a country with large energy consumption, China is challenged by many energy problems. Efficient energy regulation system would be ease the contradiction between limited energy resource and infinite economic development, and which would be facilitated to achieve productive operation of energy industry. First at all, improving energy regulatory system with laws and steadily achieving goals set by energy regulatory. On top of that, the reasonable rights of energy consumers should be protected, especially for the vulnerable groups. Everyone should enjoy equal rights of using basic energy. Thirdly, implementing simplification plan and promoting more people to join in energy regulation. It means that the redundant regulations would be abandoned step by step without undercutting the efficiency of energy regulatory. Attracting more and more people to participate the process of decision-making of energy regulation would be in favor of democratic construction of our country. Finally, in order to have more sound policies, we should promote the regulatory impact assessment in energy regulation, and making good use of cost and benefit way. That will be facilitated to optimize china energy regulation, and provide experience and advice for building a modern energy regulatory system with independent operation and perfect function.
