However, when it comes to some public utilities development indicators, the performance of many cities is far from satisfying, let alone some towns and rural areas, whose short slab cannot match with the rapid process of urbanization. Furthermore, one of the urban public utilities function, supporting the process of urbanization and improve the economic growth, should also be enhanced. Government plays an important role on the area of urban public utilities, government regulation has important impact on the development of urban public utilities. Urban public utilities should still be reformed and improved so as to promote the development of urbanization, improving the quality of utility products and services constantly, at the same time, effectively support the urbanization process, and contribute to economic growth stably.The practice of main developed economies regulation shows that the government deregulation and reinforcement, is not only the result of market failure and government capture, but also can be achieved by the adjustment of regulatory policy in the field of public utilities, which can effectively avoid the economic cycle fluctuation, so as to maintain or even stimulate the development of social economy. In October 2015, the OECD secretary-general Gurria pointed out that we should pay attention to "the third platform" to stimulate economic growth, that is to say the government regulation, through the appropriate regulatory arrangements, creating more benefits from development. Our economy has entered a new channel where growth downward pressure is more, at the same time, the potential demand of urbanization is still unmet. How can we accelerate the development of public utilities, make up for all the utilities "short board", to effectively support or drive economic growth through the reform of utilities government regulation system, is a realistic subject to study.Utilities regulation system includes the regulation goals, the operating system, and the evaluation system, these three systems form a positive feedback loopr. We should adjust the public utilities regulation object system, improve the operation system, improve the evaluation system, timely evaluation utilities running effect and existing problems, and through regulation system reform, cultivate public utilities development new kinetic energy. Domestic scholars have done a lot of research on the regulation system, the operation system, and evaluation system, supervision mechanism coupling rigorous, but the so-called "coupling" cost a lot. On the basis of the coupling in the regulatory system, supervision system and supervision mechanism, enhance the goal and external evaluation can reduce the difficulty of. That is the realistic choice of deepening the reform of urban public utilities regulation system. The practical significance of this paper is using the new analysis framework, to find the existing problems of utilities government regulatory system, comprehensively grasp the role that main utilities play in the economy, evaluate the strength of the major power utilities development.On the basis of the existing research, set up a theoretical analysis framework includes operation, supervision of regulation objectives, and evaluation system of urban public utilities. To meet the target of public utilities, improve the quality of it need the support of utility operation system. This paper also focus on the macro regulatory goals compatibility with the industry, in the operating system, the function of mechanism of coupling, regulatory object and the center of the public participation, discusses the regulation system of performance evaluation, cost assessment, the applicability of the evaluation, evaluation system, the public opinion survey.
