As the economic pillar and foundation engineering related to people's livelihood, the construction quality of large thermal power projects not only affected the owner's investment returns, but also directly influented the safe operation of the grid, with a broad social impact. So with the quality control and quality factors of large thermal power projects, this thesis established the interpretative structural modeling of thermal power project construction quality control system, which not only summarized the quality factors of thermal power project comprehensively and systematically, but also clearly showed the hierarchy of construction quality factors of large thermal power projects.With the example of Hunan YY Power Plant PhaseⅡConstruction Project, this paper introduced the specific application of the interpretative structural modeling for large-scale thermal power project quality control in detail. Through the application of the model, this thesis found out that there were twenty-two kinds of quality factors exsited in Hunan YY Power Plant PhaseⅡConstruction Project, distributed among the five levels. Among them, the factor-"enterprise system and the culture" of the corporate strategic planning elements was the root causes which affected the project construction quality control, and also the original input factors of the construction Quality Control System. At the same time, this research discovered that, during the hierarchical structure of Quality control system, the force between elements within each level is very weak or no interaction, and elements of all levels continued to pass to form a sophisticated cross-cutting quality chain, which provided a new research ideas for the systematic analysis of large-scale thermal power project construction quality control system. On this basis, with the application of quality control tools such as PDCA cycle, Pareto principle, cause and effect diagrams, this paper established the construction quality control system for Hunan YY Power Plant PhaseⅡConstruction Project, and through the use of organization, technology, contracts, economic and other quality control measures, effectively improved the thermal power level of quality of construction projects.
