The peasant labors are special product of the urbanized and industrializd process of China's reform and opening. Getting a job to protect their basic life level is the primary purpose of peasant labors working in a city, but because of the restrain of traditional institution, they sufferd kinds of unfair treatment in the process of their employment. So, peasant labors'rights cannot be effective guaranteed, the contradictions of peasant labors and employers are becoming increasingly acute, the issue of peasant labors have become increasingly prominent. So, perfect institutional construction is not only conducive to preserving the legitimate rights of peasant labors, also help to speeding up the urban and rural development and social stability development. It have theoretical significance and realistic significance.This thesis is by means of the theory of institution changes. First, this thesis analyze the process of peasant labors employment institution changes and find that peasant labors employment security institution in our country belong to"public-need-oriented"compelled institution changes. Seconedly, analyze the path of institution changes based on the new institution economics of institution supply theory,institution demand theory and institution balance theory, the ananlysis showed that peasant labors employment secuirty in a city of our country is non-equilibrium, this non-equilibrium phenomenon are led by the factors of cost of institution innovation,rigid ideological,arrangment of traditional institution,lack of legislation contents,slack of institution operation regulation and so on. So, this thesis consider that carrying induced institutional change and compelld institutional change coordinated development is the best path choice of employment security institutional changes for peasant labors working in a city, we should changing the traditional ideological and establishing a employment secuirty operational modes and supervision management operation mode of government-led with enterprises,society and personal interactive, while institution supplment and institution innovation the aspects of project design,fund raising and legislation contents. Finally, writer give her views for the support measuers of path choice of employment security institutional changes for peasant labors working in a city.Based on the part of literature and data report , this thesis using qualitative analysis and quantitative analysis to analyze employment security institutional changes for peasant labors working in a city, and puts forward the path choice of institutional changes. Based on the research perspective of institutional supply and demand theory is a novel research method for area of employment security institutional of peasant labors working in a city. That has important theoretical significance to find system supply and demand gap, while institution supplment and institution innovation also to bring jobs and rights protection guarantee for peasant labors. But because employment security institutional changes for peasant labors working in a city is a complicated system, relate to political, economic, legal, and many other areas. As research ability and limited theoretical level, writer is hard to using more general perspective to demonstrating the employment security institutional changes for peasant labors working in a city. Moreover, the maneuverability of path choice is need to further discussion, that is deficiency of this thesis.
