So, this thesis consider that carrying induced institutional change and compelld institutional change coordinated development is the best path choice of employment security institutional changes for peasant labors working in a city, we should changing the traditional ideological and establishing a employment secuirty operational modes and supervision management operation mode of government-led with enterprises,society and personal interactive, while institution supplment and institution innovation the aspects of project design,fund raising and legislation contents.
