Research On The Tourism Public Service Supply-on Partnership-type Operating Mode

With the development of the tourism , how to provide high-efficiency tourism public service has become an important issue. Due to the short history, fast speed and the low supply level, it causes a lot of problems. Lacking of systematical paper and research, the essay sets up a new framework of public service from the perspectives of service supplier , service content , supply mode and supply supervision. It tries to find out the problems of the current tourism public service by the examples of Shanghai Individual tourists center and Shanghai information center. Comparing several operating mode, it proposes some new ideas of partnership-type mode, thus promoting the practice of tourism public services and improve the effectiveness of the public service supply.The essay includes six parts. The first part covers the background,the content and the method of study. The second part includes the summary of the previous research and the definitions of tourism public service and its system. The third part analyzes a framework of supply system , composing of the suppliers(who) , contents( what) , means( how to provide), and monitoring. The forth part analyzes the advantages and the disadvantages by comparing several different operating modes. Though the examples of shanghai information center and shanghai individual tourists center , it proposes to establish partnership-type operating mode. The fifth part is to discuss some new ideas of tourism public service from the perspective of market, social and the law reform, hopefully it could give the entire supply system some references. The sixth part is the summary and some outlooks of tourism public service in the future.
