With the trend of the classification by the market of the tourism industry,therapid increase of the individual tourists number and the needs for personalised tourism,the complete and mature public service for tourism has become a objective demand.In2011, the State Tourism Administration issued the12thFive-Year-Plan for the publicservice of tourism, which figured out that by the end of the12thFive-Year-Plan, thebasic tourism inquiring service system, the tourism security service system, thetourism transportation service system, the system for the benefits of the people andthe tourism administration system shall be completed; a sustainable system andmechanism of integrated leadership, classified responsibility, government-dominent,public participation, public interests and market-operating shall be in the position.Due to the late development of the public service of tourism in the Old Town ofLijiang, there’s no integrated system for it. However, as a world cultural heritage site,how to make the indigenous citizens and the tourism involved participants to share thecomplete, efficent and fair rights and benefits from the public service has been thehassel and the difficlty in the field of service supply. This article attempts to figure outthe problems based on the relevant researches which had been done by the scolarshome and abroad and the different periods of the development of the tourism and thepublic service in the Old Town of Lijiang, try to make some recommendations fromthe aspects of the main body of the service supply, public service supply model andthe mechanism operation, in order to upgrade and improve the public service fortourism, which might be applicable for the managers of the Old Town of Lijiang.The current model of the Old Town of Lijiang for the supply of public service ismajorly depending on the government-dominence. In the further development of thepublic service, there shall be more multi main body participation, interaction amongall the stakeholders. This does not mean to reduce the responsibility of thegovernment, but to stengthen the general responsibility and reduce the differnetiation.Each model shall be tranformed from the government participation and dominence tothe government instructing. Through the participation of multi main bodies for thesupply of the public service, each main body has its own efficient scope and strength.By the full cooperation and the proper competition, enhanced management, the goal of the efficient and fair suppy model and mechanism of multi participation will berealised.
