The pay adjustment and performance management in hospital has become the important issues in the pharmaceutical industry. It is necessery to inform performance system and establish performance management system for the new situation in hospital on the two background of the introduction about" the views of deepening the reform about the medical and health system from CPC Central Committee State Council" and the decision to implement merit pay in public health and primary health care institutions and other institutions made by the State Council Premier Wen Jiabao when he presided over a State Council executive meeting. So how to establish a scientific, reasonable and operational performance appraisal system of hospital to match with performance management system has become important research.It was found that the performance appraisal research of hospital in China, both the selection of assessment methods and the establishment of assessment indicators has been gradually becoming more mature through searching literature. The performance appraisal system that is in line with characteristics of medical and is devised for hospital staff has been formed basically in the health system. But how to assess carefully and manage scientifically the subdivisions as the hospital management and to establish a set of performance assessment system that is effective for department still needs further study. The performance assessment system of hospital is a quantitative, operational and scientific method that can promote the development strategy futher implementation, promote the sector development, and improve internal staff enthusiasm for work and professional competence.The hospital Two-in-One performance assessment system based on Main-basal Performance Assessment method is constructed by introducing Main-basal Performance Assessment in sector performance, introducing KRIF in key positions and guided by strategies in this reseach. And it takes nursing department in TEDA hospital for example to desive the evaluation index system combing the qualitative and quantitative method so as to provide a new idea for exploring to establish scientific performance appraisal system of hospital.
