| Based on the full analysis of human capital theory and the human capital development situation of industrial enterprises in Heilongjiang reclamation area,discuss the influence factors about human capital development of industrial enterprises in this area,get the conclusion that the development of human capital and its influence factors are insufficient and regional unbalanced.According to the subordinate relations of industrial enterprises and actual situation of the reclamation area,divided it into ten different regions,including Baoquanling,Hongxinglong,Jiansanjiang,and so on,with the ten regions as research samples.Construct evaluation indicator system about human capital development of industrial enterprises in this area,the system include 13 indicators,which are selected from government investment in education, health, and information communication, family investment in education, enterprises' human capital investment.Use PPC model based on RAGA for comprehensive evaluation of the ten samples,get comprehensive sequence,moreover,classify the samples to four levels based on the the evaluation results,then give the ladder shape and annular area optimization structure,based on the geographic location of every precincts.In the meaning time,get weight and contribution rate of indicators,further get suggestion and strategy to balanced develope the human capital of industrial enterprises in Heilongjiang reclamation area. |
