Policy Network Analysis Of The Policy Of Chinese Electricity Price

With the increasing pressure of Inflation in China, Sensitive index to the price for the people has been increasing. In recent years, the price of coal was soaring, which has promoted constantly the price adjustment of electricity. As the core problem of power sector, the issue about the price adjustment of electricity has gathered particular attention by all. However, how the interest games in the process of making and implementing the policy of the electricity price influence the policy goal, which has not been known well. As a new analytical method, policy network can grasp and handle the issue about multiple roles involved in policy analysis. Therefore, the paper has explored the structural feature of policy network and the influence to the governance mechanism by theoretical research and case studies from the view of policy network.Based on theoretical research and case studies on the subject, structural feature and its coordination mechanism, the paper has made conclusion as follows:1) The policy network adjusted by the electricity price is limited open and integrated heterogeneous network made by the interaction among multi-body. Because the differences of the quality of resources and the ability of obtaining accesses in the adjustment of policy network by the electricity price, the actual operation resulted in different network structures.At the same time, due to high barriers to entry the policy network of the electricity price and limited accesses of high interest demands, the whole network keep limited open. Because of the large number of users, different background and diffusion of responsibility, it is hard to support enough platform to participate in the normal operation of network. The network is uneven integrated.2) The structural features of policy network influences the policy result by network coordination mechanism.Firstly,network openness and network integratation influence value coordination mechanism, sharing-information mechanism,inducement and mobilization mechanism of the network coordination mechanism.In the process of coordination,actors exchange,share the information and resources, consider demands and interest,adjust to behavior to influence policy goal.Secondly,because of limited openness and uneven integratation,electricity price regulatory network influences the value coordination, causes the information-sharing limited,difficult mobilization,and results in difficult to achieve the principles of fair sharing and efficient operation.The innovation of this paper reflects in that,this paper not only takes the method of policy netword to study electricity price regulation,but also refines the openness and integratation indicators, focuses on that structural features of policy network influence the network coordination mechanism and policy goal.
