Project Management Methodology. The Maoxian Pepper Farmers' Associations Development Project Application And Practice

International development projects cover the range of areas including agriculture, forestry, hydropower, transportation, environmental conservation, poverty alleviation, the development of small and medium scale companies and so on. World Wide Fund for Nature (WWF) is one of international non-government environmental organization, working on species protection, freshwater protection, sustainable forest management, sustainable education, climate change, wildlife trade, policy research etc. Currently the participatory development concept and strategy has been proved effective by most international organization and applied in the sustainable community development project. The project management knowledge has been put into practice in lots of areas, but it is rare to be used in the sustainable community development because the sustainable community development project regards the maximized social benefits as the long-term goal. Mao Pepper Farmer Association Development Project is one of many sustainable community projects implemented in surrounding communities around panda nature reserves. As the management organization of international development projects, we should consider how to utilize the mature system of the project management knowledge with the target of the effective project management. In order to achieve the expected outputs and objectives of the project, it is necessary to carry out the systematical analysis and discussions based on the real case study.The paper focuses on the rural community development and Mao Pepper Farmer Association Development Project is the real case we work on. The project scope management, communication management and risk management are three aspects the paper has mainly discussed. We define the project scope in order to develop the work breakdown structure. Then we can further implement the project scope verification and control work. During the implementation, how to do the communication plan to keep the effective and timely communication with various stakeholders can realize the association objective and economic benefits of members. The communication planning and the management of project stakeholders are critical to the project communication management. With the project risk management plan in place, to identify risks and develop the adaption plan is able to analyze the new situation in the project and maintain the dynamic of risk management to achieve the expected outputs. At the end of the paper, the evaluation system and content of the sustainable community development has been discussed as well. The paper recommends the logic framework approach. It is the first time for World Wide Fund for Nature projects to apply the project management knowledge into Mao Pepper Farmer Association Development Project as the pilot. Through systematically applying mature project manangement based on the participatory development concept, the project has reached the goal of maximized social benefits, which means the Mao Pepper Farmer Association has been successfully cultivated to continuously provide stable market channels for local farmers who have got more cash income and improved living conditions. The project management knowledge should be adjusted based on the actual requirements of international development projects so that the project management can play its own role. Together with the previous WWF project experience, it will become a new project management trend to set the good example for more organizations.
