Young people's scientific and technological activities are to cultivate students' scientific accomplishment as the important carrier. In March of 2006, the "national scientific accomplishment action plan outline" promulgated by the State Council requested that "To carry out the extracurricular scientific and technological activities, and guide minors to strengthen the innovation consciousness and practical ability". In addition, our country's basic education curriculum reforms will be comprehensive practical activities, research learning activities as required curriculums and will provide a good chance for young people's scientific and technological activities. For young people today that social development put forward higher requirement of scientific accomplishment, there will be practical significance to study the implementation situation and the influence factors of the content and form of scientific and technological activities.Based on the only municipality in western inland region, we put Chongqing as the representative and made two researches. The first study is to find out the implementation situation of the content and form of scientific and technological activities through the websites of the primary and secondary school in the city of Chongqing and the teachers and the questionnaire survey of primary and middle school teachers and students; In the current situation on the basis of investigation and study, the second study is to find out the influence factors of the content and form of scientific and technological activities through in-depth analysis of the questionnaire and the interview with technological teachers.Comprehensive two researches, we obtained the following conclusions:1. Primary and secondary school students put positive attitudes to the implementation of the scientific and technological activities, and they think that it is helpful to technology learning. Among them, students think that the scientific and technological activities are most helpful on understanding this discipline basic knowledge, cultivating scientific attitude and interest and cultivating the ability of practice. However, the actual participation is that the primary school students are more optimistic than secondary school students, and there will be further strengthen on the implementation of scientific and technological activities in secondary schools.2. The technology disciplines distribution in the implementation of scientific and technological activities of the primary and secondary schools in Chongqing is converged. Biological and information technology are the two disciplines that the primary and secondary school students participate most, and of the total, they are 24.70% and 23.70% respectively. But the technology activities subjects that students most expected to participate in the mainly distributed are physics and information technology. The technology disciplines distribution in the implementation of scientific and technological activities of the primary and secondary schools are still needed a certain balance with students' expectation. And there is a certain gap between them.3. The form of community and interest groups are accounted for important proportion in the implementation of the scientific and technological activities in primary and secondary schools. Research learning, competition and the large popularize primary activities organized by school are also the main forms of the implementation of the scientific and technological activities in primary and secondary schools.4. The primary and secondary school students in Chongqing participate higher in science and observation activities, simple technology small production, scientific experiments and practical, science fiction these four technology activities. But, they are more interested in scientific expeditions, Special technology production, Popularization of science and technology exchange.5. The main sources of technology activity subject that teachers of primary and secondary schools in Chongqing counsels the student are "student's found in real-life " and "the development of textbook knowledge ". These two topics source are the first choice of counseling topic source in 65.7% teachers in investigation. The most dedicated task sources of primary and secondary school students are mainly "real-life found" and "social hot issue". It is visible that technology education from the status of the realistic society technological development and relied on folk customs and school characteristic education is less.6. The factors that influence the content and form of the implementation of scientific and technological activities mainly include four aspects that are students, teachers, school resource management and evaluation system. It specifically includes that students' knowledge and the essential skills are poor, technology counseling teachers'professional knowledge and literacy are scarce, school funding by instability and equipment technology activities are limited, the evaluation system is immature. Therefore, it is urgent to strengthen the management of scientific and technological activities and improve the implementation effect. Generally speaking, on the one hand, we need to build a security system of implementation of the scientific and technological activities. It is mainly implemented by education administrative department and the school itself, and also includes the funds for scientific and technological activities in schools and the material equipment safeguard. On the other hand, we should improve the teachers' ability of counseling scientific and technological activities, and promote the teacher's professional literacy.
