How to analysis and solve these problems is the concerned and research focus for academy and related government departments. Research on this issue would have great practical significance and theoretical value.Milk resource base establishment and milk processing are two basic aspects for dairy industry administration, this article uses public policy, public management and animal husbandry economics theories to mainly analysis the problems in China's dairy industry management which taking Shandong as an example and through the methods of demonstration, investigation, literature analysis and comparative research., while put forward some measures and policy suggestion.Firstly, the paper analyses the present situation of the development of dairy industry in Shandong province. With the development of dairy industry in Shandong province, Shandong dairy industry development is summarized. In recent years, Shandong province has achieved great development of dairy products, the production processing and consumption, import and export, etc have great progress, both market demand and Shandong good dairy development condition the influence, also have the policy of the government support factors. But due to various reasons, dairy development and management in Shandong province, there exist many problems, for example, serious short mange base, raising intensive utilization of resources, low degree of unreasonable, representing the interests of farmers and protect the milk, technical support system for weak, is not a sound service system, etcSecondly, this paper analyses advantages and disadvantages of the development of dairy industry in Shandong province based on SWTO method.
