In the Fifth Plenary Session of the Sixteenth Party Conference, the proposal of "National Economy and Social Development Five-Year Plan" was passed with a grand strategic goal on the production development, affluent life, civilization, clean and tidy villages and democratic management in the rural areas. The pass of the proposal indicates a new era for the socialist countryside in China and points out the current and future directions for the"three rural tasks".At present, China in general has entered into a stage of "promoting the agriculture development with the industrialization and promoting the urbanization in the rural areas with the suburban urbanization" and has the capacity and conditions to increase the support and investment to the"three rural tasks". However, the agriculture and rural infrastructure in China remains very poor and the agriculture and rural development still faces many difficulties and challenges. The increasing income gap between the peasants and urban residents has become particularly prominent. Therefore, addressing the problems in the rural areas, agriculture and peasant's life is an arduous but necessary task for China to realize the socialist modernization. An important solution to these problems lies in improving the quality of our peasant.From the perspective of new socialist countryside development, the intellectual support and talented people are essential to the economic development, social development, infrastructure construction and spiritual civilization in both short term and long run. The Fifth Plenary Session of the Sixteenth Party Conference proposed to train the peasants with knowledge, professional and business management skills. But the current reality is that the overall quality of our peasants is not high enough and many rural areas lack skilled personnel. These two issues are hindering China's agricultural and rural economic development especially as China's economy is gradually shifting from the traditional agriculture to the modern agriculture and the expansion of the new countryside development. The demand for talented people in rural areas is particularly urgent. Therefore, the training of the peasants begins to receive wide attention from all sectors of the society. Among the numerous training measures offered to the peasants, the science and technology training program remains one of the most effective ways to improve the quality of the peasants. Specifically, the measures to promote agricultural technology and improve the peasant's professional skills and competitiveness in the job market are crucial to the rural area development and the next generation of new type peasants that can adapt well to the modern agriculture economy.
