An Analysis Of Factors Affecting SMEs Absorptive Capacity Of Information Technology In Jilin Province And A Countermeasure Study

It is obvious that Jilin SMEs play an important role in the absorbing labor employment, increasing GDP, supporting big business industry chain, and so on, and the importance of SMEs at present has become the mainstay of boosting economic growth of Jilin province. And innovation ability of SMEs directly relates to their survival. And now world industry innovation is the innovation of high technology platform, or rather information technology platform of innovation, so the ability of an enterprise absorbing, fusing and applying information technology-namely IT absorption capacity is its overall innovation ability. If the ability is not high enough, the basic abilities will directly restrict enterprise innovation ability.Through the analysis of the existing literature it is found that no special literatures have studied on IT absorption capacity of SMEs. Besides, SMEs'own characteristics will significantly affect their adoption, implementation and integration of information technology. This article using SMEs in Jilin province as the breakthrough point, through studying the situation of SMEs, found that SMEs of Jilin province have obvious characteristics on industries and regions, which readies matting for the further research.Based on Yu CuiLing's ITAFM and SMEs'status, information situation, IT absorption situation in Jilin province, considering IT consulting and government supporting for SMEs, this article establishes a small and medium-sized enterprise IT absorption capacity factors model. Then the relationship and hypothesis of the model are raised and then tested.The study found that SMEs have regional differences and industry differences, enterprise basic conditions of big differences, information ability and the level of demand differences, industry cluster advantages, and so on. Thorough the whole clairvoyance, we come to realize, in order to improve Jilin's SMEs, guiding principles should adopted, which are called "Overall Planning, Classification Guidance, Typical Demonstration, Orderly Propulsion".Considering the regional and industry differences of SEMs in Jilin Province, a three-step strategy should be taken as a guide to promote the ability of IT absorption in a scientific and sustainable way. Firstly, different support strategies are made according to the scientific analysis on economic development strategy and SEMs informatization current situation. Secondly, according to industry informatization characteristic and the business problem category, a certain number of influential benchmarking enterprise, which are in various typical growth modes and playing an exemplary role in their industry can be selected and established. And sorted guidances, along with targeted supporting measures, can play a typical demonstration role on improving IT absorption capacity. Thirdly, in the work process of promoting SMEs'IT absorption capacity, adhering to the scientific method, process management and project evaluation system, stage-plans should be made comprehensively.
