| Since the 1990s, in order to better accommodate to the market economy system construction, China raised the state-owned enterprise restructuring tide. At the same time, the issue of enterprise social responsibility came into the vision of Chinese corperation from foreign scholars'research. State-owned companies represented by petroleum company,State Grid, took the lead in announcing their own enterprise social responsibility reports. After this, other corporations started to build their enterprise social responsibility. Chinese Academy of Social Sciences has also issued Chinese corporations social responsibility report for many years continuously, and enterprise social responsibility problems domestically sparked a climax in recent years. Different from foreign resarch, our country's market economy system construction and the state-owned enterprise restructuring process provides a new opportunity for enterprise society responsibility problems research, which turned static production enterprise research into the dynamic changes of the revamping enterprise. Many scholars put forward their own opinions in succesion, in which economic, management and law ones are more prominent. Corporation is the main subject of economic research, and the essence of restructuring is to improve corporations'management, efficiency and profit, so company act, labour law which involved is part of the enterprise social respomsibility.Northeast area is the base of heavy industry in China, that is, the famous old industrial base. Many compaies located there are stated-owned when built at the beginning of founding of China. Having been struggled for half a century, some gradually encountered the bottleneck of survival and development. In the new century, China called for the resurging of the old industrial base to rebuild the northeast industrial base, to change the low efficiency and consuming capacity in these state-owned companies. Meanwhile, a series of policies are published. After the policies were on effect, the provinces in the northeast began the restructuring process one after another. Some old state-owned companies really revived and discovered new chances to develop after annexation and reorganization. Responding to the call, government and the SASAC of Jilin province proposed the"816 plan", which was to strive to complete the restructuring and reorganization of 816 state-owned corporations within two years. In quite a long time, this plan has worked. However, in 2009 Jilin Tong Steel event added twists to the way of restructuring. This event happened when the employees were quite unsatisfied with Tong Steel's reorganization with Jianlong Steel Holdings CO.LTD. They gathered in the front of the factory's gate and lost their temper. As a result, the new manager Chen guojun was beaten to death by the employees. This event attracts the universal attention from society. Many scholars start to analyze the event after that enterprise employees require to go after their own benefit attracts the whole society's attention, but all the analysis is based on the"economic man"theory. Though our interview and investigation, we realize that when it turn from macro-theory to micro-field of single corporation, the issue of enterprise social responsibility has not been able to analyzed from that angle. Corporations, especially those restructured state-owned, not only bear their responsibility from their own interest, but also face the biggest responsibility of ensuring the settlement of all the employees. This requires us to assess enterprise social responsibility again from the view of"social person", which is the advantage of sociology.This essay attemps to analyze the Tong Steel Event and the issue of enterprise responsibility with the method of survey, investigation and literature research. Based on the research result of former scholars, the essence of state-owned corporation social responsibility, which is stem from enterprise social responsibility, is put forward after careful investigating and summarizing. Due to the special social status of China's state-owned corporation, there are certain responsibilities for them: to boost China's economy, to balance our economy trend; at the same time, they should implement out country's policies, lead the enterprise development, guarantee interests from many ways-employees, companies and our country, and eventually realize our goal of stable and hamonious development. Meanwhile, in the process of analyzing the event, Field Theory and Embeded thought show good explanary power to problems. As a state-owned corporation, Tong Steel acted as the corporate field connection power between employee field and gonvernment administrative field, due to its recourse advantage. Employee field relationally embeds in enterprise field; enterprise field structually embeds in administrative field. In the restructuring process, two kinds of embedded relations appeare imbalance, for enterprise field publicly atrophys. Eventually, the interest conflicts between the employee field and administrative field escalate. This led to mass incident that do harm to social stability. As a typical case, Tong Steel Event is said to be analyzed as a side face of possible corporate social responsibility problems in the course of state-owned enterprises restucturing. While summarizing corporate social responsibility from other disciplines, this research focuses on defining corporate social responsibility, and the state-owned enterprise society responsibility connotation, properties, from the enterprise "social person" theory, starting with novel sociological perspective. At the same time, the analysis of the reason of Tong Steel event will provide warning and reference for future stated-owned enterprises restructuring and reorganizing. This is of possitive theoretical and pratical significance to our country's enterprise social responsibilty. |
