"Institutions" with Chinese characteristics is an organization which existed at the beginning of the PRC. With the market economy establishment, development and improvement, institutions are gradually trying to change the rigid personnel system formation of planned economic system. At present, Post Setting and full employment as the main content are giving a positive wave into the new round reform of public institutions. However, due to a series of reasons, such as inadequate laws and regulations, inadequate government investment, shortage of staffs and irrational job seekers, institutions set up the coexistence form of civil servant, career preparation of personnel, contract personnel, dispatch personnel, temporary workers, the higher party accredited officers and so on. The existence of this phenomenon has brought discord to the personnel system reform, a certain resistance to the harmonious and healthy development of public institutions and a certain risk to employers work regulation. This paper aims to study the variety reasons of coexistence employment forms, which caused the problem, and to analysis how to promote the harmonious and healthy development of institutions under the variety co-existence forms, so that we can give a useful exploration to the personnel system reform.This paper has a totally new angle of view, and there are no books or papers can learn from. Therefore, this paper neither studied the detailed classification of China's existing 1.26 million employees in more than 3000 million units, nor analysed the proportion of all employment forms, it only selected two institutions in a region as an example to study the various forms coexistence employment status. by the way of studying samples, we come to the conclusion:"it's necessary to establish and implement the relevant laws and regulations, create positive cultural institutions, improve management arts, and solve the practical problems of the variety employing forms effectively, especially the temporary staff personnel, so that we can promote the harmonious and healthy development of institutions."Besides the mainstream view, this paper gives us another way of the personnel system reform: it doesn't regard the preparation of positions staff employment as the research object, but focuses on the temporary personnel which few will study. This paper studies the problem of the coexistence employment forms that the personnel system reform process has to face. It is not only from the significance and the object of study but also the conclusion, this paper is a totally innovative article.
