| System of rural society endowment insurance is important content of China's social security undertakings. Establish and perfect the rural society endowment insurance system, is not only related to the countryside, agriculture and farmers' vital interests, but also related to Chinese urban and rural economic integration process. The Party Central Committee and the State Council put forward the strategic objective that complete coverage of rural endowment insurance in 2020, and with the degree of China's rural population aging strengthening and the process of industrialization and urbanization accelerating, the function of rural traditional endowment safeguard way gradually weakening, a complete and feasible new type of rural social endowment insurance system is needed to build in the vast rural areas. The Party's 17th third session definitely put forward "according to requirement of combining individual pay cost, collective allowance, government subsidies, build a new type of rural social endowment insurance system". This is inevitable choice of our country which entering the aging society, is also a significant policy that following agricultural taxes rescindment, agricultural straight compensation and the new rural cooperative medical treatment and so on. Establish a new type of rural social endowment insurance system will play important role in ensuring the basic life of rural ageing population, changing the traditional concept of farmers, perfecting countryside social security system, maintaining the stability of the rural society, promoting economic development and social progress and accelerating urbanization.As a province which has the most population in China, Henan also has the huge aging population, so it is urgent to build new rural society endowment insurance system. According to the national policy sets, Henan successively conducted two pilot programs of new rural social endowment insurance. There are more than forty counties (cities, areas)have founded the new type of rural social endowment insurance system. The new system obtained the farmers unanimously acclaimed in the policy implementation process, but some problems are inevitable.Based on the study of development history of rural society endowment insurance system in Henan province, we analyzed the current situation of rural endowment insurance in Henan province, and raise the necessity and feasibility of founding the new type of rural social endowment insurance system. First, combining my fact investigation and questionnaire survey results on XiangCheng which is the pilot of implementing new rural society endowment insurance in Henan province, we elaborated some issues like participating rate and enthusiasm of the farmers in implementing new type of rural social endowment insurance system.Secondly through sorting relevant data from the statistics annals of Henan province, we detailed analyzed the financing of the new type of rural social endowment insurance fund from three aspects of government, collectivity and individual, and gave some advices on how to better achieve it.Then we expounded the existent deficiencies in supervision and management, values maintenance and appreciation of new type of rural social endowment insurance fund in Henan province, suggested that we should invest enterprise bonds, financial bonds, large fixed assets projects and industry to achieve maintaining and increasing the value of new type of rural social endowment insurance fund. Finally we put forward reasonable and nichetargeting advices on how to perfect the new rural social endowment insurance system from the aspects of policy advocacy and guide, relevant social security policy cohesion, fund value maintenance and appreciation, government financial investment, constructing multi-layer old-age security system and management mechanism. Recently, there is the stage of development of new system of rural society endowment insurance in Henan province. We hope that this paper can provide some theoretical and realistic basis to the policy of the new type of rural social endowment insurance. |
