Research On The New Rural Endowment Insurance Fund Management

Along with the phenomenon of an aging population, pension problems continuously emergingtherefore establishing universal coverage of social endowment insurance system is imminent. Withthe speeding up of urbanization, landless farmers, the rural "empty nest old man" and migrantfarmers is increasing fast, thus the endowment problem increasingly serious, in the countryside,establishing perfect system of social endowment insurance is increasingly important. Promulgatedby the state council on September1,2009the state council about to develop a new type of ruralsocial endowment insurance pilot guidance clear the development goals about establishing a newtype of rural endowment insurance.With the increase of the new rural endowment insurance pilot areas in China and growingnumbers of ginseng protect farmers, some problems gradually revealed. The rational managementand efficient operation of the new type of rural social endowment pension funds, has an importantsignificance to improve the new rural insurance system sustainable. In this paper, in order to studythe management system and related work of the new type of rural social endowment pension fund, Itake J County the new rural pilot county in Hebei province as the research object, investigate andanalyse the new rural insurance pension fund management and found many problems about JCounty’s new agricultural insurance expanding surface work, the pension payment level, the levelof treatment, the ability to preserve and increase the value of pension funds, fund supervision and soon.To solve above problems, the author from three aspects of the perfect system designing,improving the supervision mechanism, and improving the working mechanism to put forwardrelevant countermeasures and suggestions. Suggestions to perfect the system, mainly includeperfecting the new farming maintain payment mechanism, developing more democratic andtransparenting individual account fund management system, setting up efficient operationalmechanism and the effective connection between guarantee systems. In improving the supervisionmechanism, mainly from setting up new farmer insurance fund oversight committee, clearsupervision responsibility and establishing new farming maintain information system three aspects.Suggestions to improve working mechanism involves covering two aspects of surface workmechanism and organization of agency of working mechanism. I hope the above Suggestions can perfect the pension fund management, improve the operational efficiency of pension fund andensure security provides beneficial enlightenment to pension funds.
