The comprehensive land use planning involves lots of data typesd and large amount of data, using the traditional manual processing method, lack of accuracy and scientific, largely influences scientific management and decision-making of the planning. With the development of new technical such as remote sensing technology, computer technology and the model technology, DSS technology, redevelop technology and database technology etc and application in planning process, the above problems can be effectively solved.This article reviewed the principle, contents and methods of comprehensive land use planning, and expounds briefly the key technologies used, and expounded the design of township-level comprehensive land use planning decision support system and construction of the system model. This study establish three specific models and realies them with ArcGIS9.3 as a platform and Visual c + + 6.0 as development tool by using GIS technology, model technology,intelligent algorithm and DSS technology etc, according to the characteristics of comprehensive land use planning such as comprehensive land use planning theory and the planning implementation and control of index, based on previous learning and working experience, consulting a large number of relevant information. insisted on rigorous scientific attitude, constructing these models use methods and algorithms which have strict mathematical foundation. Adopted the application example - qingshui river township, is the ongoing comprehensive land use planning projects, so we have rich accurate spatial data.this study gives practical meaning and benefits. The major achievements include:1,Constructing comprehensive land use planning implementation evaluation model based on the utility function, and in qingshui river township for example applied research, it makes the comprehensive land use planning implementation evaluation work automately and quantitively,and provides effective technical support for dynamic evaluation of planning implementation.2,Constructing a land suitability evaluation model based on GIS and fuzzy comprehensive judgement, and in qingshui river township for example applied research, this model has the strict mathematical foundation, greatly improving the land suitability evaluation work's accuracy,.model's automaticity raise the planning department's work efficiency. Evaluation results support decision making for basic farmland planning, cultivated land protection, land consolidation, ecological construction and land use structure optimization.3,Constructing a structure optimization mode based on multi-objective planning and genetic algorithm, and in qingshui river township for example applied research, it provides scientific basis to make planning decision for the territory departments ,and provides guarantee for the rational and intensive utilization of land.In qingshui river township as an example the application research,the results show that the analysis and design of system conforms to the comprehensive land use planning work's requirements,the system model achieves results which are scientific and easy to understand, the optimized schemes have selectivity, index allocation is scientific, practicality is stronger, they can well assist decision-making people to make decision of planning work.The research has some certain academic value and practical significance on making township-level comprehensive land use planning and realizing informatization, modeling, automation of the planning.
