| Cherishing and utilizing every piece of land rationally, protecting the cultivated land practically" is a basic national policy. Chinese government has always attached great importance to the protection of cultivated land. Through decades of practical exploration and experience summary, a relatively impeccable basic farmland protecting system has already been established, the basic farmland protecting work has also achieve great success. But the primary farmland protection is insufficient and the planning problem of system itself is not practical, resulting in the implementation of the plan of frequent regulation and fill designated farmland, which seriously affects the productivity of cultivated land in China, to the national food safety hidden trouble.China’s general land use planning system is divided into five levels:Nation-Province-City-County-Town. Land use planning is based on the total emission control and land use zoning to control the land into plots, to provide direct basis in land use regulation. The primary farmland zoning in the Revision of land use general planning of township level has already been a fundamental problem affecting China’s cultivate protect and development which needs to be resolved urgently in contemporary China.Under the background, this thesis combines the practice of town-level general land use planning to do research on primary farmland planning.This paper makes use of the MAPGIS6.7and MAPGIS Rural land use planning modification system to establish the comprehensive index system of selecting cultivated land into primary farmland and decision-making model, guaranteeing the graph and data consistency, data accuracy, scientificity of the means, avoiding the interference of subjective factors. It not only reflects the rigid primary farmland delimitation, but also embodies the flexible land management. Chapter one is an introduction part. It introduces the research background, research target and significance, the relational research in and abroad, method and technical process.Chapter two is a comprehensive evaluation index system of selecting farmland into prime farmland. From the aspects of natural conditions, economic, location and policy, it selects agricultural land grades, hydraulic infrastructure, slope, to rural residential land and so on. The results of the study show that decision-making model reduces the interference of subjective factors when cultivated land are chosen for primary farmlands, and it can ensure the cultivated land, which has high quality, good location, and stable state being used, to be selected into primary farmland.Chapter three is about Weight Determination of Indexes.Least square method is introduced to determine the right-Weighted Least-square Method. Weighted least square method without calculating the judgment matrix of the largest eigenvalue and eigenvector, only needs to solve an inverse matrix, to obtain optimal ordering vector of judgment matrix, analytical expressions for the concise, overcomes the disadvantages of methods for determining the weights of the other, has clear concept, simple calculation, overcome the randomness characteristics.Chapter Four is about Space positioning of basic farmland. Study on comprehensive evaluation of cultivated land quality, construction of farmland into basic farmland decision-making model, space positioning of basic farmland and completed by MAPGIS6.7and MAPGIS Township Land Use Planning system.Chapter five is empirical research. The acquisition and processing of the study area and data, use in the study area land detailed investigation of the second land utilization database, the last round of the overall land use planning, town planning, construction project planning, agricultural land grading results data base, generation of cultivated land and basic farmland, allowing conditional construction, key construction projects, agricultural land natural graph, through superposition, a comprehensive evaluation of each land through the comprehensive evaluation of cultivated land quality score, space positioning of basic farmland in the area.Chapter six is conclusion and discussion part. It briefly summarized what has been explored in this research and put forward the strategies and measures for the protection of basic farmland in the future. |
