The Bidding is called an effective compete manners which was openness, fairness, and selecting the best in the economy market, Through competition that the social resource was optimized allocation and promote the social fairness, democratic and harmonious.When electricity market reform brought in bidding mechanism,The electric power enterprises realized the of low cost, and the electric power enterprise's high efficiently through public bidding, Which guarantee on the power equipment quality and reduce the cost,Further more through fair competition, Not only prompted the business healthy development and prevent corruption rife.Because the power equipment tendering started late in our country,there are some problems both In theory and practice, especially the bid evaluation index system is not perfect,and evaluation methods was subjectivity and not science,but the bid evaluation work is the main decided factor which to the equipment successful purchase, thus the bid evaluation work urgently needs to improve.This paper has mainly described the Inner Mongolia electric power equipment procurement, And simple sums up the problems involved,Mainly analyzed the problems of the bid evaluation index is not perfect,and the ways and methods of evaluation is not scientific.Finally in comprehensive consideration of the evaluation index and evaluation methods,and according to the shortcomings and insufficiency that the relevant electric power equipment leaks out in the actual operation,proposed the"Two-step type bid"Bidding system of electric power equipment procurement .The"two-step type bid"bidding system that constructed in the paper has several advantages as followed:1,adopting life cycle theory as the theoretical foundation,full consideration of that the process of power equipment from planning design to scrap eliminated all need cost,and adopt the power equipment cost as the priced reference price.2,Through the prequalification, most unqualified enterprise were removed, so simplify the bid evaluation work.3,Through full consideration of the existing research literature and the problems existing in the related power equipment in the actual operation, then sound the evaluation system.4,The evaluation methods that using in the bidding evaluation process was combined with subjective and objectiveFinally the tendering method of"two steps type bid"had obtained great effect in the bidding of Wuhai Inner Mongolia north 550kV transformation project of equipment and materials purchase.
