In the 21st century,the competition is becoming increasingly intense among enterprises, while talent competition is the core of it. How to establish the qualified talent standards scientificly and reasonably. How to select qualified gifted people scientificly and effectively. How to make accurate estimation for capacity of current staff. Which has became the priority and difficulty for human resource management. Thus, the competence model has drew attention from enterprises and researchers.Against the background of the competence model in Chengde Power Supply Company, taking the actual situation into account, this thesis studies the present situation of human resources management and the existence question and the countermeasures of power supply company, and analyses the necessity and feasibility of competency model management.On the basis of domestic and international advanced experience, this thesis proposes to use integration method to construct competence model of Chengde Power Supply Company. The competence model will be used firstly in performance management,360 degrees of talent evaluation, education training, and staff personal development.On the employee's position, a competence model indicates the direction that the individual should strive for, and gives some advice on the improvement of employee's ability. And employees establish their own future study plan and career development direction, and then enhance their individual performance, so as to promote the whole performance of the company. What's more, competence model puts more emphasis on recessive professional skill that match the position to dominant skills such as knowledge and ability.In this way,it could help the staffs choose appropriate positions.Stand in terms of enterprise competence model is an important tool to develop talents which combine the human resources strategy, company's overall strategy and corporate culture closely. Establishing an alignment system of human resources management and competency model will play an important role in the development of an enterprise.This paper puts forward some problems needs to pay attention to during the constructing and application process of competence model.Which may provide some valuable advice for enterprise to improve the level of human resource management.
