The sales market for electric power has been changed form seller's market to buyer's market because of the rapid development of power industry in China. The existing government functions of power supply companies are lighten unceasingly. As the gradual establishment and perfection of a market economic system, deepening the electricity reform has become the social focus. Breaking monopoly, lowering electric price, improving services and enhancing the efficiency is becoming increasingly clear. At present, the power system has entered a substantive stage. With a series of reform measures have been put forward, operating situation and living environment of power companies are experiencing unprecedented changes, experienced a huge challenge.Based on the national power industry background, our country-level power supply companies are implementing "new countryside, new power, new service", trying to build "proper structure, applicable technology, high quality of power supply, low loss of power" of the rural power grid. At the same time, the State Grid Corporation establishes a development goal of "strong power grid construction, excellent asset, high quality of service, excellent performance of modern companie", and basic work ideas of "seizing the development, strengthening management, focusing teams, first class", and then carrying out "the quality projects of rural power" actively. In the new situation, the county power enterprises are facing unprecedented development opportunities. The county power company is poised for take-off. At the same time, a lot of county power enterprises have found that the traditional personnel management can not meet the needs of the times. The organization, in terms of talent quantity, quality and structure, has become unadaptable to the requirements of enterprises'development. The huge development of enterprises needs lots of outstanding talent, the existing model of country human resource management should be upgraded, only planning human resources scienctificlly, can we adapt to the development of the times.This paper consists of the following six chapters:(1) ChapterⅠis a brief introduction to this paper, introducing the background and significance of the title selection; (2) chapterⅡintroduces basic theories and mothods of human resource planing; (3) In ChapterⅢ, it analyzes the state and present questions of human resource management of GW company power, and then makes an analysis on education background, age structure, major structure and ability structure of Situation of human resource management in GW Power Company. And then, it points out the lack of developing strategies for human resources, scientific human resources planning, defective channel of employee career development, weak staff training and human resources development have become an obstacle to the futher development of enterprises; (4) ChapterⅣis supply and demand prediction of human resources in GW Power Company. Based on the information, company's future human resource demand and supply are predicted, which analyzes a comprehensive balance of human resources; (5) Chapter V is about the Countermeasures. It makes practical measures for GW power company to implement human resource planning smoothly; (6) Chapter VI is the sum-up about the paper.
