With China's rapid economic and social development, the demand for geological survey and mineral resources exploration is increasingly growing, so with the more and more extensive need for the final product—geological data, including reports, maps, databases, software, etc. of geological work. In recent years, great importance has been attached to geological data management and services. As a leading manager and provider of all types of national geological data, the National Geological Archive of China (NGAC) has drawn broad social concern and thus shouldered tremendous responsibility in the geo-data social services cause.Based on the Theory of Public Goods, the thesis analyzes the nature of geological data, the Public Management Theory and its appliance in building up a public service-oriented government. It's further pointed out that NGAC shall not only hold the collection of geological products and provide them for public use, but also make in-depth research on how to better serve the public with more efficient service modes and methods. Besides, it's also very necessary to study the users'needs and offer more proactive services by developing diversified series of products to meet multiple needs of different users.The thesis makes an overall expatiation of the current status of NGAC by dwelling on its hardware and software facilities, geological data collection, as well as its public services. Then a study on the new type of geological survey service mechanism and system which is under construction by some developed countries was conducted. Based on fully expounded service status and characteristics of national geological data in some typical countries, the author looks into the aspects in which China is lagging behind, and puts forward six suggestions for filing the gaps.Following the comparative analysis both at home and abroad, the author raised the major problems in terms of NGAC's management system, supporting policies, service concept, insufficient information and data products, low degree of information sharing, incomplete clustering and industrialization regarding geological data service, backward infrastructure and service means, etc., and probes into the causes behind that hinder NGAC's upgrade of social services.Systematical countermeasures and proposals were put forward in the end, regarding straightening out the management mechanism, enhancing optimizing allocation of resources, promoting information sharing platform construction and clustering and industrialization of services, and strengthening the supporting functions of infrastructure.To summarize, this study is of great significance in strengthening the NGAC's geologic data social services, promoting nationwide geo-archives'social services, and giving full play to NGAC in taking the leading role of national geologic data services in supporting the action plan of making breakthrough in mineral resources prospecting in the near future.
