The current and future is the key period that well-off society comprehensively constructs, is also the critical period that Chinese urbanization and industrialization developing. Urban construction land expanding disorderly and using inefficiently, cultivated land decreasing rapidly and area of rural residential land was oversize, these land use problems were still present now. The contradiction of acceleration of urbanization and undeveloped economic existed in the social life. Deep gap between urban and rural development became the crucial problem.Pothook of city construction land increase and rural residential land decrease was the effective way to optimize the structure and spatial layout of urban and rural land use, promote the intensive use of land and management policies of urban and rural land, play the role of land differential profit and its market allocation, and to improve rural production and living conditions, however, to alleviate the contradiction between demand and supply of construction land in some extension. The study on the pothook of city construction land increase and rural residential land decrease took an important significance for determining the suitable project area scientifically and reasonably. The paper was around the policy of Increase an Decrease Connection of Urban and Rural Construction Land, analysis of Decrease Connection of Urban and Rural Construction Land to content, and research the theory and method of appraise for suitable region, the paper concluded as follow:(1)Through the appraisal methods of the"pothook"suitable region, the author evaluated the appropriateness of demolition of old settlements and builds of urban lands respectively, then combined them into a suitable zone. These were the main idea in the paper. It was accorded with pothook policy and considerated the local planning and development situation. It provided theoretical methods and technical supports for the screen of every project hooking region and feasibility analysis.(2)Screening settlements under the pothook policy as the precondition, village residential land readjustment potential, prediction of quality of cultivated reclaimed land and farmers'will for relocation established appropriateness evaluation system of the settlements demolition. Through the method of spatial analysis, residential aggregation index and appropriateness demolition scores was calculated, and determined the demolishing rural zone.( 3 ) Geological environment, regional conditions and soil quality conditions formed appropriateness evaluation system of the new construction. In accordance with the distribution of scores, urban land was divided into suitable district for new construction, tempered district and priority district. Through amendments act of planning restrictions the results above were revised and suitable district for new construction was determined.(4)Rural urbanization, inward-adjusting of central village and villages merger were defined as models of demolition area and centralized residence, town construction and industry development were defined as models of new construction area. Based on them, cluster principles of object clusters under different models were defined, which provided references for establishment of group of pothook areas and project zones selection.(5)The paper took Renqiu municipality as a research area, the results indicated, there were 10 settlements met the requirements for demolition of old urban areas, whose aggregation index was greater than 0.20, the suitable index of demolition old rural was bigger than 0.70. After revised by planning restrictions, lands whose suitable score for new construction was 0.61-1.00 were determined as the new area of construction, which considerated the local planning and development situation. Combination of the two modes reflected the natural suitability, economic viability and social participation of the whole pothook project region. |
