The Non-state-operated hardware manufacturing formed the competitive advantage of industrial clusters and the sustained, rapid and healthy development by participating the competition and cooperation in domestic and international market. The restructure of Yongkang Non-state-operated hardware manufacturing has got constantly and vigorously adjustment, the overall level has improved and seized a favorable position in the competition after China's reforms, especially the new century.Now, Yongkang becomes China's largest hardware production base and distribution center, the cluster size and competitiveness is rising by implementing international competitiveness strategy and creating world famous brand. In the process of Yongkang's economic development, the status of Non-state-operated hardware manufacturing industry is very important, and provides the vast majority of the hardware goods. The Non-state-operated hardware manufacturing industry is important driving force for economic development and constitutes the base of competitive economy. The developing achievements of Non-state-operated hardware manufacturing industry is great in the past three decades, however, the opportunities and challenges exist in the same time in the form of rapid globalization and industrialization. Furthermore, the article summarizes some problems in the process of development and proposes such as a shortage of production factors, technological innovation abilities and industry issues, and analyzes the major impact factors of developing are technological progress, industrial policy, economic globalization and organizational innovation. Then, this paper introduces the internal and external environment, trying to find the environmental conditions for sustainable development, and to address the complex environment and innovative mechanisms.Finally, this paper proposes some development measures for Yongkang Non-state-operated hardware manufacturing industry, such as to improve the level of innovation and creativity, develop towards the ends of the industrial chain, to drive the regional cluster around, to improve independent innovation capacity by the creating of innovative agency, develop towards the complex manufacturing and equipment manufacturing industry, to develop new and special materials, forging and casting. The local government must play the role effectively by building social services system, and guide the Non-state-operated hardware manufacturing industry to innovate, and cultivate modern governance structure.
