Land resource, especially cultivated land, is the most precious material base on which the human survive and develop.It is of extreme importance to protect cultivated land in such a country with large population and scarce per capita cultivated land resources as ours.We must hold it as the long-term state policy to fully utilize land resources and protect the cultivated land. The protection of cultivated land is a key link not only in the social-economy development, social stability, but also in the improvement and protection of ecological environment of the nation.This article was aiming to study the change and protection of cultivated land resources in Yudu County Jiang Xi province under the guide of the 3 rd implementation of general land use planning evaluation.On the basis of profound investigation and data collecting, we analyzed the present situation and the changs of cultivated land utilization in Yudu County, and investigated the main factors that affect the amount of cultivated land resources by applying the Principal Component Analysis method. By predicting the minimal amount of cultivated land resources on the basis of food security and the future demand-supply of cultivated land resources, we decided the scale of protection of cultivated land recourses and basic farmland in Yudu County, and consequently, further results had been made as follows:(1) The cultivated land altogether reduced 374.08 hectares of Yudu County from year 1997 to 2005, the yearly average decrement was 41.56 hectares, simultaneously the average farming land per person manifested the declining trend, dropping from 0.043 hectares/person 1997 to 0.036 hectares/person 2005. The data was lower than the national average per person farming land level.The reasons were de-farming and reforestation, construction taking, the disaster destruction and the agricultural structure regulation. Construction taking was the biggest, which accounted for 64% of the decrement; de-farming and reforestation came the second, which accounted for 25.86% of the decrement.(2) Investigated the main factors affecting the amount of cultivated land resources in Yudu County by applying the Principal Component Analysis method,we got 4 main factors:The main affecting factors were:①population growth;②economical development;③policy;④cultivated land productivity.(3) By predicting the Unit Productivity, Multiple Cropping Index, grain plants ratio and the grain consumption and Grain Self-sufficient Rate,we decided the minimal amount of cultivated land resources in Yudu County, it was 35051.81 hectares in 2010 and 32381.15 hectares in 2020 respectively. By population predicting, we made comprehensive analysis of the demand-supply of cultivated land resources in Yudu County. The net increase of cultivated land from 2006-2010 would be 1346.76 hectares, the net increase of cultivated land from 2011-2020 would be 60 hectares. Through optimizing multi-plans, the minimal amount of cultivated land resources scales of Yudu Country in years of 2010,2020,were 35566.67 hectares and 35626.67 hectares,respectively.(4) Analyzing the basic farmland objective made by last land use planning, under the guiding of state policy, the new basic farm land would be 30406.67 hectors. According to the result of Land ecological suitability evaluation and Agricultural Land Classification, together with the county and village construction planning, a sound adjustment and arrangement of the reserved cultivated land and basic farmland had been made.(5) In view of the actual situation of cultivated land protection in Yudu county, suitable resolution regarding protecting reserved cultivated land and basic farmland had been made.
