In early 90s of 20th century, in the upsurge of new global technological revolution, China put forward the strategic goal of developing high-tech industry. As the Asian emerging countries' (regions') government played a positive role in promoting the development of high-tech industry, our governments at all levels paid great attention to the development of high-tech industry by the way of direct intervention to promote the rapid development of the high-tech industry. In the early stages of high-tech industries, the government directly involved in the played a positive role. When the continuous development of high-tech industries into the growth stage, the conditions of the government's direct intervention have already changed. But the government was still put key provisions of the development of a nuanced, pre-empt the development of specific indicators, directly implement the declining configuration process of resource allocation, hands in the industry during the operation of industrial projects through the development of the high-tech industry. Direct intervention of government in high-tech industry unavoidably leads to "government dependency" and "industrial development rickets" of the high-tech industries which hinders the further healthy development of industry, behind which is the choice behavior under the system of government bureaucracy, government interest in curing, lack of social technology innovation and lack of market signal distortion in the allocation of resources. Based on the theoretical analysis of directly intervention of the government in the development of high-tech industries, this paper refines the consequences and causes of the direct intervention of the government and further proposes an effective way to change the direct intervention of government which means a lot to government transformation...
